In 2025-2028, Tdh will continue to work for promoting and improving safe, restorative, inclusive and contextually relevant justice systems for children and youth where their rights are upheld. To do so, Tdh will work to ensure that children in contact with the law (victims, witnesses, perpetrators) can exercise all their rights in justice proceedings, by fostering the application of justice procedural safeguards. Tdh will ensure that children and youth in contact with the law receive tailored multi-sectoral services (legal aid and representation, MHPSS, Case Management and Educational reintegration) that are provided by specialized justice and social actors. Tdh will focus on promoting the use of non-custodial measures such as diversion and alternative to detention by justice operators and access to adapted, prompt, free and effective legal aid – which is a fundamental right to which children and youth are entitled. Tdh will continue its commitment to delivering high-quality specialized capacity development for justice and social actors to ensure the application of justice procedural safeguards.
