# of local administrative units or structured initiatives (community-based or linked to local service units) with effective policies and procedures for the participatory management of WASH services (SDC WAT_TRI_2).

Purpose

This indicator contributes to the assessment of how Tdh interventions manage to promote participation of state or community-based bodies the management of WASH services.  It shows how those actors effectively structure and formalize participatory management of WASH services, which give indications that the intervention is producing sustainable positive effects.

Definition

Local administrative units: Institutional entities whose authority covers a specific geographical area for administrative and political purposes, aimed at improving WASH services with Tdh support. For instance, we can have district education boards, municipal water boards, or district health offices. These units have a legal/administrative existence and must have clear policies and procedures related to WASH management.

Structured initiatives: Community or local service-related organizations or projects that contribute to the effective management of WASH services in a participatory manner. These initiatives are formalized entities, such as community water committees, neighborhood sanitation groups or local health working groups, which have established procedures for the management of WASH services but which do not necessarily have a legal/administrative existence (e.g. water management committee for a well equipped with a hand pump not registered as an association but whose roles and functions are defined by terms of reference).

Participatory management: Active involvement of community members and stakeholders in the planning, implementation, monitoring, and evaluation of WASH services. This ensures that the community's needs and preferences are considered, leading to more effective and sustainable management.

Policy: system of regulatory measures - including funding priorities concerning a given topic - that are enacted by global, regional, national, or local entities.

Procedure:  set of written instructions that describes the step-by-step process that must be taken to properly perform a routine activity related to WASH services management.

How to collect & analyse the data

What do we count?

We count organisations (entities) that have benefited from Tdh support AND demonstrate having developed policies and procedures linked to the secure, sustainable and inclusive management of WASH services.

How to calculate the indicator's value

This is the sum of organizations that have developed policies and procedures as a result of Tdh support.

Data sources

Policy documents or procedures produced with Tdh support to improve the management of WASH services (SoP, training guides, ToRs, job descriptions, etc.).

Data collection methods and tools

Documentation review combined with interview with the management of the unit/organization.

Disaggregation

By intervention settings: HCF/learning spaces/detention facilities
