Purpose
Importance | This indicator aims to highlight the expertise of Tdh in the provision of technical expertise to a multiplicity of actors (government, agencies, etc.) to improve regulations and policies for law enforcement in the benefit of children’s rights to access justice without discrimination. |

Definition
Written contributions: The content does not need to be concerned with high-level law and policy changes only, but it could be related to the technical advice (in the form of written reports, studies, or similar – and not any type of ‘informal’ contribution) provided to authorities.
Legal review: this refers to documents produced by Tdh to support amendments, new regulations, or repeals of existing legal provisions.
Law enforcement: this refers to any protocol, policy, standard operating proceedings, guidance, etc. which help to clarify, put in place, and apply the legal provisions in a given country concerning children in contact with the law.
Examples: in Jordan, Iraq, and Lebanon, Tdh has produced guidance and protocols for the implementation of non-custodial measures, specialized legal aid for children, and gender justice for GBV child victims in contact with the law, respectively. In Africa and Palestine, Tdh has produced mediation guidelines that were instrumental to developing bylaws on mediation in both countries. In Europe, Tdh has developed guidance to facilitate the application of the rights of children in conflict with the law. Globally, Tdh has contributed significantly with other partners in digital justice for children.

Limitations and precautions
When Tdh is in partnership with others, to be counted in this indicator, Tdh's technical contribution in the written legal documents needs to have been significant (see example below).
Orienting legal review and law enforcement happens through technical assistance in written comments but also because of capacity development, advocacy, etc. So, the written contribution might be one of the pieces among others that have contributed to it.
What further analysis are we interested in?
Provide qualitative insights on how the legal review and/or law enforcement has improved the exercise of the rights of children in contact with the law, what were the recommendations made during the legal review approval process, who were the main allies/detractors, if children’s inputs were discussed and considered the approved legal document, etc.
