# of standards, policies, or procedures adopted, modified, or repealed, on the rights of migrant and displaced children and youth, thanks to Tdh interventions along with key stakeholders (including through networks and alliances).

Purpose

Importance

This indicator aims to measure tangible changes brought to formal policy outputs that influence the rights of migrants, refugees and IDPs and for which Tdh had a clear contribution through its interventions.  This indicator measures how successful a project’s advocacy efforts were in ensuring that their recommendations are adopted by relevant decision-makers.

Definition

Standard: Non-binding policy guidance (soft law) such as opinions and general comments from officially recognized bodies that have an interpretative authority (including Standards of Best practices). Ex: 2023 - Nigeria ratified ILO Conventions concerning migrant workers and private employment agencies.  International Standards (globalmigrationpolicy.org)

Policy: system of regulatory measures - including funding priorities concerning a given topic - that are enacted by global, regional, national, or local entities (including policy briefs).

Procedure / SOP:  set of written instructions that describes the step-by-step process that must be taken to properly perform a routine activity related to migration issues (integration, protection, or rights). Ex: SOPs adopted by Serbia on Protection of migrant and refugee children: file (unicef.org).

How to collect & analyse the data

What do we count?

Tdh counts legal documents. The content of the documents does not need to be concerned with high-level policy changes only – they are also about the lobbying/advocacy/policy advice that Tdh is doing at the local or regional levels.
Example:  In Albania, Tdh has been involved in the review of new version of SOP (Standard Operating Procedure) for cross border case management of trafficking victims.
One SOP is counted as one legal document, we are not counting each recommendation within one single document.

How to calculate the indicator's value
  1. List projects where policy-making recommendations were made.

  2. Define when a recommendation can be considered as “adopted” into official /legal documents.

    This can include, for example:

    • Any official documents / policies confirming that a recommendation was officially adopted.

    • Specific actions taken demonstrating that the recommended measures are being used.  Example:  Tdh supported the amendment of a government decision regarding the amount, conditions, and mechanisms for awarding on humanitarian support. The mechanisms have effectively evolved.

    • Additional criteria might include allocation of financial / human resources for implementing the recommendation; inclusion of the recommendation in a work plan; etc.

    • In some instances, official posts on decision-makers’ social media channels could also be used to show evidence that there was a formal adoption.

  3. In this list, count the number of policies and legal documents confirming that a recommendation was officially adopted.

Limitations and precautions

  • The action will need to demonstrate that Terre des hommes Foundation (staff) was actively involved in influencing the process.

  • Advocacy is most effective when done in coalition with others and/or when there are multiple voices calling for a particular change. Therefore, the project does not need to be the only factor that has contributed to the change.

What further analysis are we interested in?

Provide qualitative insights on how the advocacy work contributed to the recommendations being adopted. Tdh is interested in the policy adoption process. Therefore, the result must be supported by an up-to-date analysis of the evolution of the normative framework and policies, carried out using the migration analysis tool.
